GTI Urges Mandatory Orientation for Presidential Pardon Recipients

A human rights advocacy group, Guard Time Information, is calling on the Federal Government to implement a mandatory orientation program for individuals granted presidential pardons. The program aims to ensure pardon recipients become law-abiding citizens and contribute positively to society.

In light of recent presidential clemency granted to several individuals across the country, Mr Bibi Oduku, Chairman Guard Time Information, Human Rights Activists Nationwide emphasizes that while forgiveness is a powerful tool for national healing and justice reform, it must be accompanied by structured civic reorientation to ensure that beneficiaries become responsible, law-abiding citizens.

GTI proposes that all pardon recipients undergo a comprehensive orientation program that includes, Civic Education, Understanding constitutional rights, responsibilities, and the rule of law, Human Rights Training Emphasizing respect for the rights and freedoms of others, Peacebuilding and Conflict Resolution, Equipping individuals with tools to resolve disputes nonviolently, Drug and Crime Prevention Awareness, Addressing the root causes of criminal behavior and promoting healthy alternatives, Skills Development and Economic Empowerment, Providing pathways to employment and self-reliance.
GTI believes that such programs, in collaboration with relevant government agencies, civil society organizations, and faith-based institutions, will not only reduce recidivism but also foster national peace and security.

The organization is also calling on stakeholders including the Ministry of Justice, the National Orientation Agency, and the Nigerian Correctional Service to work together in designing and implementing these programs as part of a broader national reintegration strategy.

“Forgiveness must be matched with responsibility,” Mr. Bibi added. “Let us not only open the prison gates but also open the doors to transformation, dignity, and true citizenship.
